Phillip E. Keith

Chief Phillip E. Keith is one of America’s best known law enforcement leaders.  He has over 37 years of service as a law enforcement and emergency management professional, serving as the Chief of Police of Knoxville, TN. from 1988 to 2004.  He also served as Director of the Knoxville/Knox County Emergency Management Agency, the regional multi-jurisdictional EMA.

He is a recognized leader in community policing, highway safety, crime reduction, and investigation of internet crimes against children and child pornography. He was appointed by President Bush to the Senior Advisory Committee to the Department of Homeland Security, and to the Intelligence Coordinating Council of the United States Department of Justice/BJA. He served as a Commissioner of CALEA, as a Commissioner for the Tennessee Peace Officers Standards and Training Commission, and was President of the Tennessee Association of Chiefs of Police.

He was appointed to the Amber Alert Advisory Group of USDOJ, and the IACP Homeland Security Committee. He was an advisor to the Olympic Organizing Committee for Public Safety for the1984 and 1986 Olympic Games.

Phillip holds a Masters of Science in Safety Administration from the University of Tennessee, and a Bachelors of Science in Criminal Justice Administration from East Tennessee State University. He is a graduate of the FBI’s National Executive Institute, and their National Academy.
